Answer
An iPhone can block offer tracking unless the app is allowed to track, Safari is not blocking the click, and Private Relay and any VPN are off. The click still has to show in the Activity ledger.
When this applies
This fits when an offer is started on an iPhone or iPad. The ledger rule is in How does offer tracking work? A game offer follows How does tracking work for a game offer?
What to do
- Stay on this iPhone from the click through the purchase or the install.
- When an app asks to track activity across other companies’ apps and websites, choose Allow for the app used in the offer.
- Open Settings, then Privacy & Security, then Tracking. Turn on Allow Apps to Request to Track. If the offer app was denied before, turn that app on in the list.
- Open Settings, then Safari. Turn off Prevent Cross-Site Tracking. Turn off Block All Cookies. Turn on Privacy Preserving Ad Measurement.
- If iCloud Private Relay is on, turn it off while the offer is completed. The switch is under Settings, the name at the top, iCloud, Private Relay. Turn a VPN off for the same visit.
- Open Settings, then General, then Date & Time, and turn on Set Automatically.
- Open Visited and confirm the click, then follow the ledger checks in How does offer tracking work?
If that didn't work
After an iOS update, check the Tracking and Safari switches again. An update can turn a privacy setting back on. On an older iOS version that still shows Limit Ad Tracking, that switch stays off. An ad blocker follows How can I receive SB with an ad blocker installed?

A step that is missing after the click uses Help on that ledger row, before any more activity on the offer. How does offer tracking work? explains that request. A click that never appeared on Visited cannot be added from a ticket. How long does a reply from Swagbucks take? explains the reply time.
